EXTENSION OF CERTIFICATES ISSUED BY NON-ACCREDITED VERIFICATION
AGENCIES
Effective from 1 August 2009, Broad-Based Black Economic
Empowerment (B-BBEE) Verification Certificates issued by
non-accredited Verification Agencies will be still accepted
until February 2010.
This is according to a notice signed by the Minister of Trade
and Industry (the dti), Dr Rob Davies (MP), approving an
extension of the deadline for submission of non-accredited
certificates to 28 February 2010. The initial deadline for
phasing-out certificates issued by non-accredited Verification
Agencies was 1 August 2009.
This would have meant that only certificates issued by
accredited Verification Agencies, or applicants in possession of
valid pre-assessment letters, as issued by the South African
National Accreditation System (SANAS), would have been accepted.
Minister Davies' extension of the original deadline seeks to
allow an increase in the number of Verification Agencies
applying for accreditation, and enable the dti to put in place
monitoring standards for accredited agencies.
Nomonde Mesatywa, Chief Director of Black Economic Empowerment
(BEE) at the dti, says the extension has been granted to ensure
that the phasing-out of the process runs smoothly. “In the
interest of harmonising verification practices and ensuring
consistent technical competence, certificates issued by
non-accredited Verification Agencies will be phased-out. Such an
approach is favourable, to ensure that further uncertainty is
not perpetuated by a sudden withdrawal of non-accredited
Verification Agencies from the marketplace”.
Mesatywa added that the dti has made significant strides in
accrediting B-BBEE Verification Agencies. Twenty-one (21)
Verification Agencies are currently accredited in South Africa.
While this process continues, the dti is considering further
measures to increase the capacity of Verification Agencies, to
accommodate the market demand.

CWC of COPE Reports
discussion
The CWC of COPE met 3rd August at its Headquarters in
Johannesburg.
The meeting discussed a number of reports, including finances,
relationships with other political parties, the progress on
building the party, the program for National Women's Day and
governance issues.
The meeting agreed that progress was being made in terms of
consolidating the organisation financially as well as in terms
of the branch, regional and provincial structures.
Good progress has also been made with the youth and women's
structures, but there is still much work to be done in terms of
building the party and getting ready to fight the 2011 local
government elections.
The recent policy workshop was acknowledged as a success and
preparations for the policy conference of COPE are well
underway. A report was received on the outcomes of the workshop
that identifies the key policy issues. Branches, regions and
provinces will discuss these important policy matters in
preparation for the conference.
The CWC supported the comprehensive program for celebrating
National Women's Day on the 9th August prepared by the COPE
Women's Forum. COPE calls on all its members and the public in
general to participate in celebrating this important day.
Details of the program will be communicated to the public in due
course.
On the recent press reports relating to the ongoing discussion
between COPE and other political parties, the CWC agreed that:
• These interactions are not new and began in November 2008 at
the time of the National Convention.
• COPE has been interacting with most of the political parties
in the country.
• These discussions have been very wide ranging and positive.
The discussions have included identifying i issues, values and
principles that are common to the parties as well as those where
cooperation between the parties on issues of national interest,
particularly the problems and challenges our communities face,
is desirable.
• These talks are going to continue for as long as the parties
see value in them.
• No agreement has yet been reached on a common platform or on
unifying the parties, but there is a keen interest from COPE to
pursue all the matters on the table.
