PROVINCIAL TREASURY TO PROVIDE TECHNICAL SUPPORT TO THE
MUNICIPALITIES
The North West Provincial treasury is to render technical
support to the municipalities to increase the quality of
services that are delivered to the communities.
This was announced by MEC Mabe during the tabling of the
provincial budget speech recently.
Mabe said her department will provide hands on support to the
municipalities to ensure effective service delivery and sound
financial management. She further announced that an amount of
R29m which will increase over the Medium Term and Expenditure
Framework (MTEF) has been set aside to assist municipalities.
“With regard to support to municipalities, the financial
management capacity is improving although there are still
serious challenges in municipalities. Provincial Treasury and
the Department of Local Government and Traditional Affairs have
been working together to assist Municipalities to improve
service delivery. An amount of R29m has been set aside and will
be increased over the MTEF to assist municipalities. As
provincial government we urge municipalities to cooperate with
teams that we deploy to assist them. We cannot continue to work
in silos whereas the Constitution mandates us to cooperate and
have an integrated approach in doing our business”, said MEC.
The technical support would also include among others the
assistance with new budgeting format, the implementation of the
Generally Recognized Accounting Practice (GRAP) and Generally
Accepted Municipal Accounting Practice (GAMAP), training and
capacity building programmes for municipal officials and
councilors, focusing on the job training and skills development
respectively. Mabe said both the National and Provincial
Treasuries have engaged with municipalities on the new budget
format which will address issues of service delivery backlogs,
roll-overs and lack of spending of funds by the municipalities.
“These interventions will assist municipalities to maintain
effective financial management systems to reduce the number of
qualified audit reports”, said Mabe.
The MEC announced the procurement system reform by National and
Provincial Treasuries to combat fraud and corruption during
tendering processes. “We are compelled to review the process
this year because we fully agree that this is a bucket that
continuously leaks resources that must assist the poor. To
reduce corruption and lower the costs of procuring goods and
services, government intends to reform the procurement system.
Greater transparency including electronic procurement systems
and competitive tendering processes will guarantee value for
money”, said the MEC.

BAKKIEDAG AANGEBIED IN BOTHAVILLE
BOTHAVILLE - Saterdag, 20 Maart 2010 gaan die bakkie-enjins brul
by Nampo Park in Bothaville, wanneer besoekers van heinde en ver

vier in hul bakkies.
Dié dag beloof om 'n hoogtepunt op verskeie Suid-Afrikaners se
kalendar te word.
Besoekers aan die dag kan uitsien na verskeie buitelug en
binnenshuise uitstallings, bakkie en 4x4 tentoonstellings, 'n
kinder speelarea met die MTN World of Football, biertuin met die
Stormers en Cheetahs Super 14 rugby op die grootskerm asook
kosstalletjies.
Deur die loop van die dag kan hope pryse gewen word deur oud en
jonk. Checkers se Championship boerewors wenner,
Elizabeth Lesley, sal die dag bywoon en besoekers sal die kans
kry om dié huisvrou van Kuruman se wen-wors te proe.
Senwes, hoofborg van die dag, sal ook verskeie buitelug
toerusting en produkte asook vuurwapens tentoonstel en van die
land se top kunstenaars - Thabo Hlongwane, Chris Chameleon, Dozi,
Theuns Jordaan en die Baby Tjoklits sanger, Gerhard Steyn sal
die verhoog deel en sorg vir hope vermaak en musiek.
Mediaborg, OFM se buiteuitsendingseenheid gaan ook by Nampo Park
te sien wees. Rian van Heerden en Tim Thabethe sal optree as
seremoniemeesters vir die dag.
Volgends Graan SA is die dag is 'n eerste vir sentraal
Suid-Afrika en met dié unieke konsep, glo hulle dit gaan 'n
reuse sukses wees. Die organiseerders verwag dat besoekers gaan
opdaag in windmakerige bakkies, klassieke bakkies, werkesel
bakkies, kosbare bakkies en hul staatmaker bakkies.
Daar is selfs spesiale parkeerplekke vir bakkies, maar motors en
hul eienaars is natuurlik ook welkom!
Toegangskaartjies vir die dag kos R80 per persoon, maar kinders
onder 12 jarige ouderdom kry gratis toegang. Kaartjies is
beskikbaar by verskeie Senwes Villages in die streek.

Stakeholders resolve to work together towards a better life for
Farm Workers
North West Key role players in the emancipation of North West
farm workers vowed to ensure realistic implementation of the
resolutions as adopted during the end of a two day Farm Workers'
summit held at Haartebeespoort Dam in the Bojanala Platinum
District on the 4th and 5th of March 2010.
The Department of Agriculture, Forestry and Fisheries (DAFF)
working together with the North West Department of Agriculture,
Conservation, Environment and Rural Development, involved
Provincial Departments, Labour Movements, Human Rights
Commission, various Provincial Agricultural Unions, all came
under one roof to discuss challenges experienced by farm
workers, with the view to eventually develop a focused programme
aimed at addressing those challenges.
More than 200 farm workers and dwellers from various farms in
the North West attended this summit, which deliberated largely
on aspects such as the living and working conditions of farm
workers as well as their constitutional rights and empowerment
programmes.
Addressing delegates on the rationale behind this initiative,
the National Chairperson for Portfolio Committee on Agriculture,
Honorable Mlungisi Johnson said the basic purpose of this summit
is to provide an open platform for all stakeholders to submit
their solution oriented contributions in dealing with the plight
of farm workers.
“We want to listen to the farm workers, farm dwellers and
farmers themselves, and jointly strategise and develop a mutual
plan that we will implement and monitor together as partners”,
stated Mr Johnson.
The summit resolved to amongst others, ensure the establishment
of a Provincial Structure for Farm workers and dwellers, expose
farm workers to basic education and skills development, advocate
for the development of a Policy to govern burial on farms, and
the expansion of comprehensive health care programmes and social
services to farms.
Rendering a message of support during the last day of the
summit, MEC for Agriculture, Conservation, Environment, and
Rural Development, Mr Boitumelo Tshwene said he is convinced
that only unity and transparency can make the goals of the
envisaged Strategic plan achievable and sustainable.
MEC Tshwene challenged delegates to spare nothing of their
strength, their courage and their wisdom, until the benefits of
the Farm Workers Strategic Framework objectives (to be adopted
during the National summit), are realized.
The National Farm Workers' Summit will be held in May this year,
after all provinces have hosted theirs.
The resolutions of provincial summits will serve as the basis
for the National Strategic Framework or government policy
formulation aimed at addressing the plight of farm dwellers,
farm workers and farm owners. |
