LIFE AND TIMES WITH COLLIN

The more progress, the more risk and challenge

Last Tuesday we had our annual Rotary Vocational Awards evening at Rosemary's Restaurant in Klerksdorp.  At the same venue, local doctors were also gathered.  During a break I went to the gents and met Dr Martin Freeze on the way.  'Launch of a new medication?', I ventured, 'No, a presentation on depression.'  'The price of a modern society', I mused.  We both nodded in agreement.

Quite coincidentally, Rotary Vocational Awards are about the less fortunate in society.  That particular evening our club gave awards to the manager of a home for abused women and children;  a teacher of children with special needs;  an organization which hands out bibles in prisons and elsewhere, and an organization who is about enfranchising the disenfranchised.

The Bible talks about the fact that the poor will always be with us.  In its broadest sense and context I have taken this to mean those less fortunate.  I believe, the view that poverty is only about economics, to be narrow and myopic.  Surely the sick, the mentally challenged, the disabled and the grieving are also 'poor'.  And they don't live on some other planet or in the next town.  They are in our very city and require our assistance.  It's a cop out to think and believe that it's the state's responsibility to look after these people.  Sure they [the state] have a role to play, and they do.  But it's not sufficient.  It's part of our collective conscience, I believe, to be more responsible when it comes to caring for these people.

I can't help but think back to a few weeks ago when Dr Bond, the Chief Medical Officer of the insurance company I work for, addressed us.  He spoke about the other people.  It's always other people who get the severe illnesses, who lose a limb or a loved one.  It's always other people who fall on bad times.  Well it came home to me that there are no other people.  We jointly, for better or worse, are the other people.  And the more we as a people, as a society, progress, the worse the problems, in a paradoxical sense, seems to be getting.  The very opiate that is meant to cure us is causing more despair.  We want the good life, but there seems to be an unavoidable, mounting, corrosive cost.

My good friend, Dr Noel Shamley, whose intellect I value, some years ago shared something significant with me.  It was his belief that the last frontier of medicine would be that of the mind and of the emotions.  Not thinking too much about it at the time, I buried it somewhere.  Last Tuesday evening the portency of those thoughts came home to me.  No doubt the sentience of the awards that had just been handed out also torqued my feelings.  In the case of the home for abused women and children, I got to thinking about what emotional upheaval must go through a person who has been abused and molested.  I thought about the person who dishes out the abuse.  What stress factors kick in to tilt the see-saw the wrong way.  Then all hell breaks loose.  And then, the next day a certain normality returns to the situation, with the wife putting on extra make-up to hide the bruises.  And she bravely suffers this for the sake of the family.  Possibly the odd close friend, is confided, 'Leave the bastard', I would if I were you', is no doubt the well-meaning advice.  But the confidant is not that person.  Where does she go?  Who will take her and the kids in?

I recall the Rev (Dr) Brian Wilkenson talking about this very issue from the pulpit, 'Its very easy to say 'leave him'.  But who will take her in?'  The way modern society has evolved makes it very difficult for families to take others in.  Both spouses are invariably working their butts off to make ends meet.  Not only that, the bastard will no doubt be phoning all night or calling round to patch things up. 'No, no, we have enough issues of our own, we can't take them in.

'And so she endures the abuse, and the lovely bunch of red roses gets put in the vase after another round.  Until eventually she can't anymore and it all comes tumbling down.  That card holding the castle together, caves in.  'Oh my goodness, we didn't, even know there was a problem.'

We can't stop progress, no less than we can stop the earth from spinning.  But that precious little gift called life seems to be getting more fragile the more we advance.  Maybe its time to take stock of the situation?  Take time to think about the purpose and meaning of life.

Chat again next week.

KLERKSDORP HIGH SCHOOL TOP TOURISM STUDENTS TO REPRESENT SA AT THE TOURISM YOUTH CONFERENCE IN FRANCE

Last week Thursday, KHS announced that two of their Grade 11 top tourism students, Pearl Pheza and Melissa Meyer, will be representing South Africa at the Global Travel & Tourism Youth Conference in Niece, France from the 16th to the 21th of November 2008.

These outstanding students won the overall national Aldo Papone competition where Grade 11 Tourism Students in the whole of South Africa are required to identify a tourism site based on this year's theme “Responsible Tourism Development”.  Both students chose to work on Pilanesburg National Park as a case study, and as a result, their project was voted the best nationally.  The 33-page case study document was then uploaded onto the internet and out of it, the students had to work closely with their tourism teacher, Mrs. Yolande Heymans and drama teacher, Mrs. Susan van den Berg in developing a

45 minute presentation for the conference in France.

“Every year the National Business Initiative in conjunction with the Global Travel & Tourism Partnership launch the international Aldo Papone awards where the Grade 11 Tourism students compete,” said Mrs. Heymans.  “We are excited to have two of our very own tourism students nominated to represent SA at the youth conference.  KHS is very proud of Pearl and Melissa as they've worked very hard to get to where they are.  We are 100% behind them and look forward to representing SA and the North West Province well in France.”

The criterion for the presentation is interactive as the students will need to sell the Pilanesburg National Park as North West Province's Responsible Tourism Development destination.   “Our presentation will need to prove that Pilanesburg National Park applies economical, social and environmental tourism practices.  Pearl and I are confident that the use of a puppet show to illustrate the three key practices, will effectively communicate to the audience at the conference,” mentioned Melissa Meyer.  “We do believe that Pilanesburg could do more in all the areas but so far, they are way ahead of the other tourism destination places in the North West Province, hence we've selected them for our case study.

The aim of the presentation at the conference is also to solicit for international funding for the national park.  “We will be handing out the 33-page case study document and souvenirs to the audience and should they be interested in the product and wish to contribute financially, we will be able to address other challenges,” added Mrs. Heymans.

Some of the sponsors for travel, accommodation, flights, and souvenirs are Global Travel & Tourism Partnerships and Local partnerships (Pick 'n Pay, SA Weber Services, Matlosana Municipality, Tusk Rio, Gogo Gaeruki Motjale (Executive producer of the DVD), Department of North West Economic Development & Tourism, North West & Tourism Parks Board and South African Tourism.

“We would like to thank all the local and global sponsors.  Without them, this would not have been possible,” added Mrs. Heymans.

Brighten your smile-kategorie was.

STATEMENT BY THE  EXECUTIVE COUNCIL ON MATTERS RELATING TO FLATS

The Executive Council of the North West (EXCO) met recently and discussed, among other things, matters relating to the flats that were previously owned by the North West Housing Corporation.

EXCO resolved that the resettlement of tenants will be completed within three days starting from Tuesday, 4 November 2004. In this regard, an Operations Office will be opened by Tuesday 4 November 2008 to ensure effective implementation of this resolution.

Since different tenants require different solutions, EXCO has categorized tenants as follows:

Indigents

Those who qualify in terms of government indigent policy will have to complete applications forms for housing subsidies. They will then be accommodated at Section 38 in Mafikeng. The provincial government will negotiate with Mafikeng Local Municipality to make available houses that are ready for occupation.

In the event that houses are not available or the number of applicants exceeds available the houses, Cottages will be used to house indigents. The provincial government has undertaken to guarantee three months rental for indigents. Mafikeng Local Municipality will offer to buy Cottages to accommodate indigents on a permanent basis.

Buying tenants

All tenants who wish to buy on sectional title and qualifying, will be offered flats at a minimum of R50 000 and maximum of R90 000, and government will pay the difference required by the new flat owners. Tenants will have to make new applications to buy and secure finance. Buyers will have to sign stop orders \debit orders for their occupational rentals.

Tenants qualifying to acquire properties at discounted prices will be legal tenants appearing on the North West Housing Corporation rent roll and who do not own another property.

This benefit is only applicable to first time home-owners. Tenants residing in other flats are also encouraged to take advantage of the opportunity to purchase.

Tenants who do not meet the above conditions will pay market-related prices. Rental arrears owed to the North West Housing Corporation will still be negotiated.

Leasing tenants

All tenants who wish to continue leasing without buying will have to sign lease agreements with new owners. A list of qualifying tenants will be compiled and made available to flat owners. Tenants will be required to sign stop orders for their rentals

WAY-FORWARD

A team of government officials will be on duty from 8:00 this morning to assist with registration. Indigents will be registered, and assisted with housing subsidy applications at the North West Development Corporation building, Second Floor, Mafikeng.

Non-indigents will be registered by the North West Housing Corporation. Details in this regard will be communicated in due course.
