On Democracy 

I particularly like Zapiro's work.  His ability to lampoon politicians and others gets me chuckling.  When my work really gets dreary, I can (and do) perk myself up just thinking of those cartoons.  Admittedly, that one when a certain senior politician was depicted getting ready to do lady justice a serious disfavour, was a bit risqué.  Had Zapiro been around in the sixties he would certainly have been penning his work from a little island, a short boat ride from Cape Town harbour.  But, thankfully, this is not the sixties and we are in times where we are relatively free.  Relatively free to criticize and to be criticized.  These freedoms, that we enjoy, dearly bought by some, from part of an amorphous concept known as democracy.   

I say amorphous as it is no one thing.  It is difficult to define and the best efforts are attempts to define it as what it is not.  For example:  it is not Communism, Fascism, Nazism or any other blend of totalitarianism.  At its very base democracy must, as a system of government, be one where the 'supreme power is lodged in the people.'  Any plausible democracy should have at least the following five essential characteristics:

1.         Equality under the law.

2.         Equality of voting.

3.         Periodic election of representatives.

4.         Legislation by majority rule.

5.         Freedom of political action and policymaking.

The phrase '[where the] supreme power is lodged in the people' is an interesting one.  The French philosopher Jean Jacques Rosseau was very pragmatic in saying that there is no such thing as a 'perfect democracy'.  Such a thing, according to Rosseau was an impossibility as:  'all the people cannot rule at any one time'.  At best the people can have a representative form of government with the proviso, 'that all power is derived from and is rooted in the people'.  The word 'democracy' although now in popular use is a relative newcomer to the language of politics.  It was invoked by Pres. Woodrow Wilson during World War I.  It is derived from two ancient Greek words:  'demos' (people) and 'kratos' (power or authority).   

It was first used by Pericles (C495-429 B.C.), the great Athenian statesman who was quoted as saying:  'Our constitution does not copy the laws of neighbouring states;  we are rather a pattern to others . . .  Its administration favours the many instead of the few;  this is why it is called a democracy.'  While Pericles first used the word 'democracy' the system of democracy was first introduced to the people of Athens by Cleisthenes in 507 B.C.  His system was known as insonomia meaning equal rights for all.  Cleisthenes was opposed to the tyranny of the few over the many.  This included the nepotism that was pervasive at the time, where family clans reserved power for themselves. 

And so down through the ages democracy as a form of government has evolved.  But unlike the ox-wagon which eventually became the car, and made life better, the democractic process has become more difficult in practice.  This is necessarily so as people have progressed from simple societies to sophisticated civilizations.  So much so that democracy has became a way of life for many.  Sadly for others, the freedom that democracy affords, is denied them. 

I was more than bemused when, recently, some A.N.C. stalwarts broke away to form their own new political party.  There was a outcry from A.N.C. party faithful:  'How could this happen?'  There was much sabre-rattling and bellicose rhetoric. 

We need to remind ourselves that we now live in a democractic republic where freedom of association is an entrenched constitutional right.  The people will decide if Mr Lekota's political venture will survive or not. 

I say good luck to him.  It took a lot of guts to do what he did.  The ruling elite should not forget the time when, not too long ago, they too stood up to the tyranny of the few.

CLOSURE OF ALL OUTPATIENT CLINICS 

Public is hereby notified that all Klerksdorp /Tshepong outpatient clinics except casualty/trauma Unit will  be temporarily closed as from the 19th December 2008 up to the 5th January 2009. “ONLY EMERGENCIES WILL BE ATTENDED TO DURING THIS PERIOD”.

The outpatient clinics will resume again on Tuesday the 6th January 2009. The Klerksdorp/Tshepong Hospital Complex Management hereby wishes all staff members, patients and other stakeholders a Merry Christmas and Prosperous 2009.  

“STOP HIV AND AIDS, KEEP THE PROMISE” 

November month is declared as World Aids Day awareness month. A world AIDS Day commemoration was held in Wolmaranstad (Golf Course) on 26 November 2008 at 10:00.  All our Health facilities are raising awareness in regards to HIV and AIDS. All stakeholders in the Dr Kenneth Kaunda district took part in an information sharing session aimed at raising awareness and dealing with issues regarding the HIV and AIDS.  

The Department of Health and GCIS in partnership with the Aids council, NGOs, CBOs, schools, FBO's are encouraging business and private sector to join the fight against the spread of HIV and AIDS. 

HIV and AIDS testing rate in Dr Kenneth Kaunda District has shown a gradual increase, this shows that people are becoming more aware of the importance of knowing their HIV status. The rise in HIV testing is the result of aggressive awareness campaigns, health education and information sharing by health professionals.

Out of the high number of people who tested for HIV and AIDS, 20% tested positive. This shows that people are gradually changing their sexual and care giving behaviour for the better. 

Out of those people who tested positive, 80% are on Co-trimoxazole prophylaxis; meaning that their lives are prolonged and they have not reached a severe stage which warrant the starting on Anti Retroviral treatment.     

65% of people have been screened for TB, and only 9,7% have tested positive for TB. This is a clear sign that the treatment and health education are having a positive impact on our communities. The 9,7% who have been found to be TB positive have been put on TB treatment.    

HAPPILY EVER AFTER 

Mystére d'Amor ', produced and choreographed by Inge Olivier from Le Danze, gave the Cinderella Story a new meaning to both young and old over the two performances this past week.  

The diverse combination of ballet dancers, Hip Hop performers, modern scenes, and very vibrant music entertained the audiences of two jam-packed evenings to a Happily Ever After they would never forget. 

The 51 dancers of this myth-element, classic folk tale story-line production ranged from 3 years to 24 years, each giving their unique style and ability, gracing the stage and mystically transformed us to a colourful version of the Grimm Brothers - 'Ashputtel'.  

It has been a very busy year for the dancers of Le Danze, and as they break for a well earned rest, January will see them all return to embrace the new dancing challenges for 2009. 

First Dance Convention for North West to be Hosted in Klerksdorp 

Tina Fraser, from Fusing Dance and Global Dance Conventions SA, graced us with her presence as she watched the local production of the Le Danze Dance School's Mystére d'Amor  Cinderella with a twist, Saturday night.  Tina Fraser who assisted in the 'So You think You can Dance Convention SA' that was held in Johannesburg during October 2008 is aiming to host the first ever Fusing Dance Convention SA in Klerksdorp during March 2009.  Tina and Inge from Le Danze will be working closely to make sure this event becomes a reality and Le Danze has been asked to assist with all the LOC needs.

YAWA URGES MUNICIPALITIES TO FIGHT CORRUPTION    

North West MEC for Developmental Local Government and Housing, Howard Yawa has urged municipalities to change perceptions of existence of corruption at municipal level by improving on the implementation capacity of the Local Government Anti-Corruption Strategy and communicate successes in this regard.  

Yawa said this in his keynote address at the 2008 Provincial Municipal Excellence Vuna Awards held at Cookes Lake in Mafikeng yesterday evening.   

Dr Ruth Segomotsi Mompati District Municipality and Moses Kotane Local Municipality emerged as overall winners in their different municipal categories.  

In addition to the R750 000 price money that they were awarded for excellence in service delivery, both municipalities received MEC's Special Awards for demonstrating consistency in entering the awards and emerging as winners since the inception of the Municipal Performance Excellence Vuna Awards in 2003. 

In the District Municipality Categories, Dr Ruth Segomotsi Mompati District Municipality was also awarded three certificates of nomination for the national Vuna Process in the following Key Performance Areas (KPA's), i.e. Good Governance, Municipal Transformation & institutional Development, Local Economic Development. Bojanala Platinum District Municipality received a nomination certificate for the Service delivery KPA. 

In the Local Municipality Categories, Moses Kotane received nomination certificates for Good Governance and Municipal Transformation & institutional Development KPA's.  

City of Merafong for Financial Viability KPA, City of Matlosana for Local Economic Development KPA. 

Molopo Local Municipality also received a certificate for being shortlisted as a recipient of an unqualified audit report from the Auditor General. 

MEC Yawa committed his department to work for financially sustainable municipalities for sustainable service delivery and the implementation of local government revenue charter signed with the Provincial Treasury, SALGA and municipalities and all other role players to ensure that the eyes of the people that have lived with poverty's rage harvest the glory of accelerated service delivery. 

All eight provincial nominees proceed to the national awards to be held on the 10 December 2008 at Emperor's Palace in Ekurhuleni. 

Dr Ruth Segomotsi Mompati District Municipality as the 2007 National Municipal Excellence Vuna Awards Champion is a strong contender for the 2008 National Awards.

20 Dansers van Fred Astaire Studio gaan die aankomende jaar deelneem aan die SA-Kampionskappe van Uitbeeldende Kunste.   

Die kampionskappe word aangebied deur Beyond 2000 en vind plaas in Rustenburg vanaf 18  25 April 2009. 

Die kampionskappe se doel is om dansers van alle provinsies blootstelling te gee en  'n platform om ondervinding op te bou wat handig te pas kan kom in die harde bedryf en sodoende die gewilde sport en ander vorme van kunste wat insluit sang, model, toneelspel en vele meer te bemark. 

Die Fred Astaire dansers is besig met verskeie projekte vir geldinsamelings. 

Op 28 November  het die dansers 'n fondsinsameling gehou in hul Potchefstroom Ateljee waar hulle die gehoor in bewondering gelaat het deur hul uitvoerende exhibisies soos Latynse danse, Jazz en Tap dans op te voer. 

 Die gehoor was selfs uitgenooi om aan te sluit by die dansers waar hulle van die danse kon leer. 

Die aand is afgesluit met 'n heerlike vingerete en almal het hulself terdeë geniet. Die aand was 'n groot sukses. 

Krieketspelers is kookwater! 

Hoërskool Wesvalia se krieketspelers het vanjaar puik presteer danksy Wesvalia se briljante Krieket Akademie. 

Sean Silver het in die o/19 Coke Cola provinsiale week span gespeel. Ethan Gilbert het in die o/17 MTN provinsiale week gespeel. Logun Abdool en Anton Potgieter het beide in die o/15 P.G. Bison provinsiale week gespeel.  Mnr. Hennie Joubert van Hoërskool Wesvalia was ook gekies as die span bestuurder van die o/15 P.G. Bison span.
