LIFE AND TIMES WITH COLLIN

Advertising

Robert Louis Stevenson once said, 'Everybody lives by selling something'. The reader will readily recall that Stevenson wrote Treasure Island, that famous classic that we all read as youngsters. The phrase stuck, and in the universe of marketing, it has become somewhat iconic.

While I would like to focus on advertising, I want to spend a moment on marketing and where marketing is today. Since the end of World War II there has been the emergence and development of two major trends affecting the practice of marketing ie customer power and self-service. Both have been ably propelled by the Internet. The result is that today you have a situation where customers are a lot smarter, better informed and more than capable of making a stand. The recent plethora of consumer protection bodies is witness to this evolution. I believe it a beneficial development for the greater good of society. Philosophers refer to this force for the greater good as hedonism.

Gone are the days where consumers merely buy whatever companies produce, be it finished goods or services. However you look at it, those goods and services still have to catch the attention of the consumer. The element of marketing that is responsible for this is advertising. Advertising is probably the most visible, most expensive, most controversial and most talked about aspect of marketing. We are all, to a greater or lesser extent affected by it. While it is difficult to measure, it is a crucial factor in economic development.

The origins of advertising are obscure. From what I can gather the first advertising was by public criers who in ancient times circulated through streets calling attention to the sale of such items as slaves, cattle and imports. Possibly the oldest written advertisement, about 3000 years old, was discovered by archaeologists in the ancient ruins of Thebes. It offered a gold coin for the capture and return of a runaway slave named Shem. But advertising has been with around since the beginning of humanity - for we all want to influence others. From the earliest there was the word which expressed man's thoughts and feelings. Then followed the picture which gave form to those thoughts. And lastly there was writing which formalized and codified the spoken word beyond mere utterance. The earliest business contracts and deeds of ownership were authenticated with pictorial 'signatures'. These were in effect seals and what we today call trademarks. In ancient Rome there were a number of market places reserved for particular craftsmen and tradesmen. Their goods had their names on. There were professional 'poster painters' who painted election manifestos and advertisements on walls. This is the origins of graffiti. Frescoes painted on the houses of tradesmen published their products or work.

The most significant advance in advertising occurred in the 15th century, namely printing. The invention of movable type by Johannes Gutenberg, made it possible to produce many books and periodicals a lot cheaper than ever before. And so was born, the modern era of advertising. It was now possible to present argument and suggestion, instead of simple announcements. This is where newspapers come from. The advertisements that were carried were simple the offering of coffee, chocolate and tea. But newspaper advertising had caught on and flourished. So much so that in 1758, Samuel Johnson, the prominent London poet and writer commented, 'Advertisements are now so numerous that they are very negligently perused, and it is therefore become necessary to gain attention by magnificence of promise and by eloquence, sometimes sublime and sometimes pathetick'. Dr Johnson was a gifted writer and I wouldn't be surprised if some of the problem referred to so-called 'quack' advertising for medicines that could cure everything. 'Quack' is derived from the Dutch word quacksalver a puffer of salves. To curb this false advertising, we find the introduction of the first regulation of advertising material.

Moving along, the advent of industrialization, predominately in the West, during the 19th and early 20th centuries, was to provide the impetus for further groundbreaking advances in advertising. Anybody who had anything to 'offer', be it governments, businesses, religious organizations, amusement parks or schools, harnessed newspapers, magazines, posters and pamphlets to promote their product.

It wasn't long before different markets were identified. One of those was the women market. At the turn of the 20th century there weren't many careers open to women. So they stayed home and looked after the house. And it was the housewife who was responsible for most of the household purchases. So around 1911 we find the first use of sexual sell. It was a soap ad by the Woodbury Soap Company featuring a couple (fully dressed) with the message 'The skin you love to touch'. In the 1920's the first radio stations were established by radio manufacturers and retailers who offered radio programmes in order to sell more radios. The practice of sponsoring a talk show become popular with the ever-present: 'And now . . . a word from our sponsors'. I can still remember listening to Mark Saxon and those darn ads interrupting the programme at the most inconvenient of times.

Nothing much has changed over the past few decades in so far as advertising is concerned be it the visual, written or audio media. It still has to appeal to the senses, be they lesser or more sublime. The advent of the Internet however has brought with it an unprecedented amount of advertising. Some of it good and some of it bad. I believe it's called Spam.

As long as market economies are in existence there will always by advertising. The advertisers universal credo being: 'We inform, you choose'.

Judging by the current levels of debt, it would appear as if we have chosen too much of late.

Chat again next week.

RENTAL HOUSING TO BE UPSCALED TO MEET NATIONAL TARGET

Government has budget R14 billion over the Medium Term Expenditure Framework period (MTEF) to upscale delivery in the rental accommodation and address affordability and access of the poor to rental accommodation.

The amount is as part of the R26 billion funding requirement to meet the national target of 100 000 rental housing units over five years .This emerged at the National Rental Housing Roadshow hosted by the North West Department of Developmental Local Government and Housing in Mafikeng on Tuesday .
The objective of the road show attended by municipalities and mining houses in the province was to enhance the delivery mechanism for the implementation of the strategy. The strategy sets out national targets of rental stock to be delivered hence it is important for all three spheres of government to embrace the programme and provide necessary support for the successful implementation of the strategy.

The need for the strategy was informed by the housing delivery plan that government has been implementing since 2004 called Breaking New Ground .The plan is about the creation of vibrant and sustainable human settlements with amenities on well located land, its a shift from a one-size-fits-all approach in housing, to promoting mixed income and mixed tenure housing options.

Market indicators have shown that the:
• The demand for rental accommodation is rising at least 7% per annum for individuals earning between R1600 - R3200.
• Since the age limit for subsidy qualification has been dropped from 21 to 18 (yrs), this is likely to increase the rental housing demand since this age group is likely to prefer renting accommodation as opposed to buying property.
• Rental housing demand is projected to grow to over 130 000 units per year by 2011.

The strategy targets lower and indigent income target market and offers incentives and support for small landlords,Faith based organisations, informal landlords and other key rental stakeholders.Municipalities were urged to avail serviced land for the province to meet its target of 7400 units.
As part of the roll-out of the strategy, pilot projects for the Community residential units are currently underway in Rustenburg, Tlokwe,Matlosana and Lekwa Teemane Local municipalities.

MEC YAWA ON PUBLIC PROTECTOR FINDINGS ON "CHEF FOR MAYOR" CONCERNS

North West MEC for Developmental Local Government and Housing, Howard Yawa has welcomed the findings of the Public Protector on the propriety of an advertisement of the position of a chef for the mayoral house by Moses Kotane Local Municipality.
The own initiative investigation by the Public Protector followed public concerns raised by the advert that appeared in the Sowetan newspaper of 29 October 2008.
The Public Protector observed that although the municipality had resolved in August 2007 to advertise the position of chef at a salary of R65 561 per annum together with positions of staff for cleaning, gardening and security services, the municipality had decided not to proceed with the said appointment, as municipal canteen was under construction and the idea was to rather appoint the chef in the canteen.
Though he acknowledged that the advert for the position of chef in the mayoral residence was open to an interpretation that the position was created for the mayor's personal benefit, supporting information supplied during the investigation convinced him that the creation of the position was intended to safe on expenditure relating to catering for the mayor's official functions and was not intended for Mayor Peter Molelekeng's personal benefit.

The Public Protector concluded that except for the wording of the advert, no evidence could be found to justify the conclusion that the position was a personal benefit to the mayor since the municipality did not in the end appoint a chef in terms of the advert therefore "any potential misunderstanding about the intention with post becomes academic." He however acknowledged that to appoint a chef in the mayoral residence would always lead to the perception that it is for private benefit of the mayor, unless explicitly stated in the job description.
The Public Protector's finding is that the decision to appoint the chef in the municipal canteen to cater for official functions of the mayor, removed any misunderstanding of the intention of the post.

Last year, Moses Kotane Local Municipality was awarded:
• The prestigious Govan Mbeki Provincial Housing Award for best performing municipality in housing delivery.
• Overall Provincial winner of the Municipal Performance Excellence Vuna Awards in the category for local municipalities.
• MEC's Special Award for demonstrating consistency in entering and emerging as winners since the inception of the Municipal Performance Excellence Vuna Awards in 2003.
• Provincial nomination certificates for Good Governance and Municipal Transformation & institutional Development Key Performance Areas

The municipality has received unqualified audit opinions from the Auditor General for the past three financial years.

The History of Klerksdorp

The city was found in 1837 when the Voortrekkers settled on the banks of the Schoonspruit ("Clear stream"), which flows through the town.

The most prominent of the first settlers was C.M. du Plooy who claimed a farm of about 160 km², called it Elandsheuwel ("Hill of the Eland").

He gave plots of land and communal grazing rights on this farm to other Voortrekkers in return for their labour in building a dam and an irrigation canal. This collection of smallholdings was later given the name of Klerksdorp in honor of the first landdrost (magistrate) of the area, Jacob de Clerq.

In August 1886 gold was discovered in the Klerksdorp district as well as on the Witwatersrand, which lies about 160 km to the east.

As a consequence, thousands of fortune-seekers descended on the small village, turning it into a town with 70 taverns and even a stock exchange of its own.

However, the nature of the gold reef demanded expensive and sophisticated equipment to mine and extract the gold, causing the majority of diggers to move away in the late 1890s and leading to a decline in the gold mining industry.
During the Second Boer War (1899-1902), heavy fighting occurred in the area, which also housed a large concentration camp.

Klerksdorp was connected by rail to Krugersdorp on 3 August 1897 and to Kimberley in 1906.

The gold mining industry was revived by large mining companies in 1932, causing the town to undergo an economic revival, which accelerated after World War II.

Potch council forgives debts of poor

Potchefstroom will forgive around R32-million in debts of some of its poorest residents, the city said on Tuesday.

"We should not be subjecting our people to more poverty," said spokesperson Kaizer Mohau.

The decision was made at a meeting of the Tlokwe City Council, which incorporates Potchefstroom, on January 30.

The debt, totalling R32,56-million, was owed for services the city provided, including water and refuse collection.

The decision benefited 6 139 people who had been in debt for over 90 days and had little hope of ever paying their debt.
Before receiving the relief, they had to register their circum-stances with the city.

Mohau said that those whose debts had been forgiven would still be eligible, and have to pay for, services.

However, new payment plans would be progressive, set according to how much a service recipient was able to pay. – Sapa
