LIFE AND TIMES WITH COLLIN
'We are all Keynesians now'
Reading through the business press recently I came across an article in
which Maria Ramos, addressed a gathering of the world's leaders and
business people in Davos. In her address she used the quote: 'We are all
Keynesians now!' She is certainly not the originator of it. Rather it
goes back to an issue of Time dated 31.12.1965. On the cover was a
picture of the famous British economist John Maynard Keynes. What
transpired was that Pres. Lyndon B. Johnson had, on taking office,
signed a huge tax cut into law. By the end of 1965 the American economy
was thriving with an annual growth in excess of 6 percent. Keynesian
thought holds that government intervention can significantly improve the
operation of the economy. Pres. Johnson's economic advisers were
jubilant and readily embraced Keynes' philosophy.
So with all the government bailouts (intervention!) at present, Ms Ramos
is probably justified in using the quote.
One of the most vexing concepts is trying to understand how economies
work. If economists cant agree on the subject, how much more difficult
isn't it for the ordinary lay person (like myself) to get a handle on
the machinations of the economy. All is not lost however, as there are
generally two schools of thought on the topic ie.
The Keynesians on the one hand and the monetarists on the other. The
father of the monetarists was Milton Friedman of the University of
Chicago.
I would like to explore both these economists in some detail.
Both Keynes and Friedman were creatures of their times with Keynes very
conscious of the Great Depression, and Friedman a product of the boom
years following World War II. As a result they both held disparate views
on how to treat and repair economies.
We are of course here dealing with macroeconomics, ie those forces which
drive and shape a national economy. Issues like is a recession on the
cards?; or which way are interest rates heading?
In 1935 Keynes wrote: The General Theory of Employment, Interest and
Money. This was a seminal work that was to have a profound effect on how
economies would function into the future. The cornerstone of Keynes'
General Theory centered around employment. The reader should appreciate
the fact that there was massive unemployment when Keynes wrote his work.
Central to his argument was that free enterprise without government
intervention does not cause full employment. By factoring in government
expenditure there would be a smoothing effect on the economy, which,
according to Keynes, would prevent violent undulations in economic
cycles. The Great Depression was one such undulation, or convulsion if
you will. An important ingredient is however required for this to work -
The availability of adequate and accurate information to allow a
government to take timeous action. This is where statisticians and
economists come in. And their role should not be underestimated. These
are the guys that supply the likes of Tito Mboweni with information that
could make our lives comfortable or uncomfortable. A few days ago he
dropped the repo rate by 1% (100 basis points) and everybody issued a
sigh of relief. This, because the cost of borrowed money was now cheaper
by 1%. Keynes further posited that government spending provides the
stimulus for efficient economic growth.
Turning to the monetarist view under Milton Friedman, we get a different
take on how an economy should function. This school believed that free
markets are the way to go and that government intervention only serves
to unsettle the forces at play. They feel that unemployment is a natural
consequence of the cyclical movements in an economy. Remember these
economists were writing this when there were boom times in America.
Milton believed that the number one evil was inflation. And to control
this menace one needs to control money; more specifically the supply of
money within an economic system. Hence the name monetarists. Milton
penned: The Quantity Theory of Money. Here, economists consider the
velocity, or speed, at which money changes hands in the economy as
important.
By so doing one can speed up or retard the gears of an economy. There
are twin dangers with this theory price levels and inflation. One need
only look at what is happening in Zimbabwe right now to grasp this. The
trick is to have the monetary authorities (central banks) increase the
money supply in just the right amounts to stimulate economic growth and
stifle inflation. The monetarists also argue that leaving your money
under the mattress serves no useful purpose as it has been removed from
the economic mainstream.
The current crises that economies find themselves in right now requires
liquidity in the form of cash and credit. And these items have to come
from somewhere. In order to prevent full-blown depressions, governments
have had to intervene with bailout packages.
So for the time being 'we are all Keynesians now'.
Talking about the times we are in right now, and I will finish on this,
is the concept of 'Creative Destruction'. The phrase was coined by the
Harvard economist Joseph Schumpeter in 1942. This oxymoron is very
simple to understand: A market economy will consistently reinvent itself
by getting rid of the old [ideas, businesses, etc] and reallocating
limited resources to newer, more productive ones.
Unsettling as it may be, we are going through a phase in which there are
going to be casualties. Not too unlike Darwin's Theory of Evolution
where only the fittest survive.
Chat again next week.
Alumnus is sport
psychologist for Brumbies
An alumnus of the Puk Campus of the North-West University has recently
been appointed sport psychologist of a Super 14 team in Australia.
Dr Pieter Kruger was contracted by the Brumbies to take care of
appropriate team and individual psychological assessments and
interventions. During the past three years Kruger has been involved in
the well-known Harlequins team in London.
The former coach of the team, Andy Friend, was recruited by his home
country to coach the Brumbies. He selected his own team and asked Kruger
to act as team sport psychologist for the coming season.
Due to Kruger's involvement with the Harlequins and the fact that he is
an associate in a private practice in London, he could not move to
Australia permanently.
Kruger has a colourful career of more than ten years with rugby teams in
South Africa and England. As a student, he became involved in the u.14
and u.15 teams of Potchefstroom Gymnasium High School that both made the
semi-finals for the national school trophy. He obtained his BA degree,
two honours degrees in psychology and sport sciences cum laude at the
NWU Puk.
After having obtained his master's degree in clinical psychology, also
cum laude, at the University of the Free State and having completed his
internship and community service years, he returned to Puk to obtain his
doctor's degree in sport psychology. He did his research on the Super 12
teams, and in 2003/4 he acted as consulting sport psychologist for Rudy
Joubert's Super 12 Bulls.
In 2004 Kruger was the sport psychologist for the NWU Puk's rugby
institute and helped the first team to win the SASSU championship and
the Super Sport national club championship for the first time in the
existence of the NWU Puk. He was also sport psychologist for Peter de
Villiers' u.12 team that played in the World cup for u.21 teams.
In 2005 he left for the Leopards rugby union that made the finals of the
Vodacom Cup that year, and also played in the Currie Cup's top eight.
Apart from his activities with the Leopards, he also was a lecturer in
sport psychology at the NWU Puk and also managed a clinical psychology
practice.
In 2006 Kruger left for the United Kingdom and soon joined the
Harlequins as their sport psychologist. In London he continued his work
in clinical, industrial and sport psychology and continued his study
career at the Albert Ellis Institute in New York and the Beck Institute
in Philadelphia in the USA. Currently he also is a senior lecturer in
the department of psychology at the London Metropolitan University.
During the past three years Kruger helped the Harlequins when they
played in the Guinness Premiership and became a force in the European
Heineken Cup.
Kruger says, as a sport psychologist in a team sport it is of crucial
importance to bring about the balance between team and individual
processes. Seen from a team perspective, players must share the same
vision on the field and also be capable of communicating clearly under
great pressure.
Kruger is married to a Potchefstroom alumnus, Suzanne Mulder, who
currently is a medical doctor in a private practice in London.

Praying for peaceful
elections
The city's Auditorium hall was packed to rafters during the 3rd Annual
Mayoral Prayer Day last week Thursday. This year, the theme of the
prayer was based on peaceful elections and praying for the leadership.
Acclaimed pastor, Aggrippa Khathide, gave the sermon for the day. He
said South Africa would be a better, peaceful nation if all other
municipalities could emulate the example set by Matlosana municipality.
“South Africa needs prayer because a nation born in prayer must be
sustained by prayer,” he said.
Khathide also threw a gauntlet at other church leaders, accusing them of
being silent while people are dying of HIV and AIDS.
“You must openly talk about this disease and don't be happy that you are
burying people. Our problem is that we speak late when people are
already infected,” he said. Shifting his focus to the forthcoming
national elections, Khathide urged people to vote and warned against
things going wrong. “Yes, things can go wrong. Whoever thought that
Zimbabwe will be in this situation today?”
In his message, the Executive Mayor of the City of Matlosana, China
Dodovu, said the people of Matlosana must pray very hard and never
forget where they come from.
“Pray for us as your leaders locally, provincially and nationally. This
is your democracy. You fought for it and you must defend it,” said
Dodovu.
He said that it is important for all South Africans to take part in the
elections for the sake of the future generations.
NGAKA MODIRI MOLEMA INVESTIGATION TARGETED FOR COMPLETION BY END MARCH
The investigation of allegations of fraud, corruptions and financial

of youngsters over 18 months will be completed by the end of March 2009,
North West MEC for Developmental Local Government and Housing, Howard
Yawa assured councillors of the municipality at a special council
meeting held on Tuesday.
MEC Yawa appealed to all stakeholders within the municipality to give
the team of experts from National Treasury and the Office of the Auditor
General and other state agencies appointed to conduct the investigation
the necessary cooperation in order to expedite the process. He urged
parties within the municipality to make use of labour forums within the
institution to speedily resolve the labour dispute that has entered its
fourth week and resulted in the lockout and suspension of 165 municipal
employees affiliated to the South African Municipal Workers Union (SAMWU).
"My department is anxious of the extend to which the impasse might
compromise service delivery and appeal for leadership to prevail for the
benefit of our communities" says Yawa.
