Bridal 'Wear' and 'Ware' at Rio

The 21st and 22nd February featured a full programme of Bridal 'Wear' and 'Ware' at the Rio Hotel Casino Convention Resort.

Amongst the designers were José and Anél from Anha-K; Annalida & Frelette from Jean Nalida and Arno from Fair L'amour others at the Bridal show were Samantha from Papillon who's dress are only for hire.

Jewellery, Floral arrangements and 'bridal pamper' exhibitions as well as a wide range of 'bridal reception' tableware were on show.

Render unto Caesar . . .

Last week I mentioned income tax in the article styled: 'We are all Keynesians now'. Income tax has been around for a long time. Everyone has heard the one-liner: 'born-free and taxed to death'. Everyone also knows: 'Render unto Caesar . . .' Actually the correct version is to be found in the bible (matt. 22:21) and goes: 'Render (give) unto Caesar what is Caesar's, and to God what is God's.' The text refers inter-alia to the payment of taxes and the obligation on citizens to pay taxes to the authorities. The word tax stems from the Latin word taxure, meaning to censure or to charge.

The earliest forms of taxation lacked two fundamental elements of an efficient taxation system ie. precision and certainty. They were also lacking in that they were not based on the principle of net increase. Taxes were levied on such things as social status, ownership of slaves, tithing or the offering of firstfruits.

Income fits the requirement rather well. For the system to work all that is needed is a money economy and honest citizens who declare what they have earned. The first aspect is easy, wherever there is money in circulation it can be said there is a money economy. The latter is where the issue lay and is euphemistically referred to as tax morality. I will chat more about this later.

The first country to sanction a general tax on income was Great Britain. Wars don't only cost lives, they also cost money. In 1799, to enable England to finance the Napoleonic Wars, a tax of two shillings in the pound, on all income above 200 pounds was charged. There were lower taxes for lower income. On the war ending in 1815 the tax stopped. However the seeds had been sown, and in 1842 the prime minister Sir Robert Peel revived the system of income tax. This time to avoid budget deficits. As an aside, the famous London Bobby (policeman) is named after Sir Robert Peel, with the informal version of Robert, being Bobby.

Subsequent British governments, found that they could not suspend the tax on income as they were being confronted with steadily rising expenditures. Listening to Trevor Manual last week, I see that nothing much has changed from those early days. Some fancy jargon found its way into the British parliaments of the day; with taxation seen as a social fiscal instrument. I don't know what it means, possibly that it's beneficial to pay taxes.

Similarly in the United States income tax was introduced in 1862 to fund the Civil War.

Most countries around the world have an income tax system in one form or another, codified into law, which makes it obligatory for citizens to pay tax on income earned. Differing tax regimes make it very difficult to make meaningful comparisons of tax rates in various countries.

No matter how Trevor Manual tries to 'sex-up' his annual budget presentation to parliament, income tax has always and will always be a grudge payment something that we don't like doing, but we must do. No country runs on fresh air - road and rail networks; education and hospital services. These all have to be funded from 'somewhere'. Part of that 'somewhere' is sourced from income tax. Aphoristically speaking, in exchange for this 'donation' to the state, we as citizens are entitled to expect that we will be looked after. Somewhere, in the grand scheme of things, I can safely assume that the pothole in front of my house will eventually be repaired.

One of the basic canons of a tax system is that it must be fair. Fair in the sense that taxpayers must not pay income tax beyond what is reasonable for them to pay. Left to our own devices however, we, due to our nature, would no doubt pay as little as possible. Something like schoolboys marking their own exam papers. Chaos would ensue. To prevent this unhappy state of events, it gets decided for us how much we should pay. The person responsible for this onerous task is the minister of finance. And just to make sure that everyone understands exactly what is required, there is a piece of legislation known as the Income Tax Act in place to guide us. It is an instruction manual that assists taxpayers in making sure that they don't underestimate their income or overstate their expenses. This is where tax morality comes in. Remember, 'Render unto Caesar . . . '

This brings me to two aspects of taxation that require some clarification tax avoidance and tax evasion. There is an important distinction between the two. Tax avoidance usually denotes that the taxpayer has arranged his affairs in such a manner that he is only required to pay the tax that he is legally required to. So for example I am perfectly within my rights to maintain a capital balance in my savings account that will allow me the maximum interest exemption.

Tax evasion, on the other hand, refers to those actions by taxpayers which are deliberately undertaken by taxpayers to free themselves from paying tax on the income that they earn. A typical example is not declaring income from employment. This type of activity is illegal and will be prosecuted by the authorities.

Often the dividing line between the two is very thin. Not too dissimilar to discerning the difference between love and lust.

Arguably one of the most publicised tax evasion cases was that of Al Capone the Chicago racketeer. The authorities could not successfully convict Capone for bootlegging during the Prohibition Era. Prohibition Bureau agent Eliot Ness realized that trying to convict Capone on bootlegging charges was going to prove difficult, so he and his team devised a plan to take Capone down on tax evasion charges. This they succeeded in doing, and in 1931 Capone was sentenced to eleven years imprisonment. This effectively sounded the death-knell for Capone and his empire. Capone died in 1947 of syphilis. The moral of the story is: don't screw with the taxman.

The schemes and scams that people get up to, to evade tax, are legion and fall out side the scope of this article. Possibly it's well to remember that caveat of the famous moral philosopher Immanuel Kant, whose categorical imperative is: 'don't steal'. It's not: 'If you don't want to go to jail, don't steal'.

A Casual Celebration

Casual Day exceeded all expectations by raising over R15 million for persons with disabilities in the 2008 campaign.This amount was the result of every R10 donation made by South Africans country wide that wore a Casual Day sticker on 5 September last year.The amount was made public and celebrated at the Casual Day Show and Tell function hosted across South Africa.

The funds will be distributed to the following 6 national beneficiaries:
• The National Council for Persons with Physical
Disabilities in SA
• SA Federation for Mental Health
• DPSA
• Deaf Federation of SA (Deafsa)
• Epilepsy SA
• SA National Council for the Blind

“All proceeds will be distributed during the month of February. These funds will be used to provide additional resources, assist with daily operations and ongoing maintenance of more than 400 local NGO's affiliated to the 6 National Beneficiaries of the project. Thank you to all South Africans' for your generosity and support. Your contributions have managed to ease the challenges faced by individuals living with disabilities,”

Here are just a few examples of how the Casual Day funds are used by the beneficiaries:
• Phatlaphadima Special School in Polokwane
bought uniforms for 6 of their needy children.
• APD Ermelo used it to repair their workshop's
Kombi.
• Avalon association says: “It simply helped us to
keep our in Kensington doors open!”
• Astra School in Cape Town bought therapy
Equipment.
• Botlokwa Disable centre in Limpopo started
a vegetable garden.
• Pretoria School used their Casual Day money to
buy assistive devices.
• Zululand Mental Health society used it to fund their
service delivery to the poor.
• Quimi homes bought a much needed freezer for
their new home for intellectually disabled people in
Raytan and
• APD Atteridgeville used it to provide meals to their clients.
. . . and these are just a few of a very long list that you can find on our website.

In 2009 Casual Day will be kicking of with a new theme sporty / s, challenging South Africans to “join the team” and to make that small R10 donation to make a difference.

The Rio Casino Staff Teambuilding Day

The Rio Casino had a staff teambuilding drive on20 February where an estimated two hundred children were treated to endless food, fun and fantasy as part of their community project. There were jumping castles, Giant tennis balls, face painting, gourmet hotdogs and an endless flow of cool drink to be had before the highlight of the day. One hundred Djembe drums sounded the echo's of our heartbeats over the hills of Matlosana as the children experienced an amazing hands on drumming session orchestrated by African Drumming from Johannesburg.

World Renowned Cardiovascular Researcher Visits HART

The Hypertension in Africa Research Team (HART), one of the new niche areas of the NWU, recently welcomed their first international visitor on the Potchefstroom Campus. Members of staff of HART met Prof. Luc van Bortel on previous congresses and decided to invite him to South Africa.
Prof. van Bortel is a world renowned international researcher in the field of arterial rigidity and has presented a workshop on arterial structure and function, which was attended by several members of staff from the faculty of health sciences. According to Prof. Alta Schutte, leader of the HART project, Prof. van Bortel has indicated that he wishes to assist the niche area with projects and further research in future.

NORTH WEST READY FOR CONFEDERATIONS CUP

North West Premier, Edna Molewa says the North West is ready to host the Confederations Cup June. The Premier made this statement today ahead of the visit to the Royal Bafokeng Stadium (Rustenburg) by the FIFA inspection team which takes place tomorrow.
Molewa personally visited Royal Bafokeng Stadium last week to see for herself the progress registered with regard to the upgrading of the Stadium in line with FIFA requirements. “I am satisfied that as a province and Rustenburg, we are on course and ready to deliver on out pledge to stage the best soccer World Cup ever”, said Molewa.

The stadium is currently being upgraded from a 39 000 seater to a 45 000 seater. The provincial government is confident that after the visit, the FIFA inspection team will declare that Rustenburg is ready to host both the Confederations Cup and the FIFA 2010 World Cup.

The provincial government recognizes that despite the progress registered thus far, more work still needs to be done.

For the Confederations Cup, Royal Bafokeng Stadium will host the following crucial games:

Africa vs New Zealand
• 21 June 2009 : Egypt vs

The provincial government reiterates its call to the people of the North West to support the provincial effort to stage a successful tournament.


MEC YAWA CALLS FOR CO-OPERATION FROM SAMWU MEMBERS

The North West MEC for Developmental Local Government and Housing,
Howard Yawa, has pleaded with the members of South African Municipal Workers Union (SAMWU) at Ngaka Modiri Molema District Municipality, to exercise discipline and to cooperate with the independent team of experts and state agencies appointed to investigate allegations of corruption, fraud and financial irregularities at the municipality.

MEC Yawa who received a memorandum from SAMWU, on behalf of the North West Premier, Edna Molewa, also appealed to the workers to resume work on Monday in order to render services to communities.
The workers have been on strike for the past few weeks, following the suspension of the Municipal Manager, Tshepiso Ramphele, who was later dismissed following a council resolution.

Through the memorandum, they demand that the Executive Mayor Temba Gwabeni and the acting Municipal Manager, Portia Semenya, be suspended, pending the outcome of the investigation.
They also demand that officials who have been suspended, be reinstated with immediate effect.


Sentrum vir BWI se risikobestuursprogramme is wêreldklas

Twee wêreldwye professionele risikobestuursliggame het pas internasionale erkenning gegee aan die BSc honneursprogram in kwantitatiewe risikobestuur van die Sentrum vir bedryfswiskunde en informatika (BWI) aan die Potchefstroomkampus van die Noordwes-Universiteit. Dit is slegs die derde program in die wêreld om dié status te kry.

Die liggame is die Professional Risk Manager's International Association (PRMIA) asook die Enterprise Risk Management Institute International (ERM-II). Die direkteur van die Sentrum vir BWI, prof. Riaan de Jongh, sal voortaan die aktuariële vereniging van Suid-Afrika op die ERM Global Syllabus Committee verteenwoordig.

PRMIA (kyk http://www.prmia.org/) het dié BSc honneursprogram vir vlakke I en II van hul PRM-sertifiseringsprogram geakkrediteer. Om akkreditering te verwerf, het beide organisasies (PRMIA en ERM-II) die gehalte beoordeel van die Sentrum vir BWI se risikonavorsingsprogramme, die gehalte van die risiko-opleidingsprogramme, die gehalte van personeel wat hierdie programme aanbied en die samewerking met die finansiële bedryf.

Prof. De Jongh is deur die president van die Actuarial Society of South Africa (ASSA), mnr. Garth Griffin, versoek om dié vereniging op die Global ERM Syllabus Committee van die International Association of Actuaries te verteenwoordig. Ander internasionale ondernemings van die Sentrum vir BWI sluit in die bemarking van die stelsels, UltimateAlpha (ontwikkel deur prof. Dawie de Jongh) en AutoGann (ontwikkel deur prof. André de Waal en dr. Tiny du Toit) aan finansiële instellings in die Verenigde Koninkryk. Ultimate Alpha verdien tans 'n inkomste van meer as R1 miljoen per jaar in die plaaslike mark. Prof. Machiel Kruger (hoof van die SAS RiskLab) besoek Europa dikwels om kursusse in SAS RiskDimensions, ʼn SAS-produk, aan te bied. ʼn Meestersgraadstudent, Eddie King, het onlangs sy nywerheidsgerigte navorsingsprojek by Barclays in Londen voltooi. Mnr. Ian Wilson van Barclays (Group Credit Risk) het Eddie geloof as die beste meestersgraadstudent met wie hy ooit saamgewerk het.

De Jongh sê Absa ondersteun die afgelope elf jaar steeds dié program deur hulle operasionele ondersteuningstoekenning, ʼn beursprogram om tien MSc-BWI-studente jaarliks te lewer en om ʼn toegepaste risikonavorsingsprogram in stand te hou.
Die SAS Instituut het ook ʼn RiskLab by die Sentrum vir BWI op die been gebring. Die meeste programmeringstake van studente word in die SAS-sagteware uitgevoer wat die markwaarde van studente verhoog, aangesien SAS-oplossings wyd in die finansiëledienste-bedryf gebruik word.

A scrumptious breakfast spread fit for a queen was on the menu at the Peermont Metcourt Hotel the new addition of the Rio Hotel Convention Resort on 25 February where secretaries and staff from various companies were invited to attend. World class technology dawns in South Africa

The Northwest Cricket Association (NWCA) reached new frontiers in the cricket technology scene with the arrival of their visual training system from the United Kingdom. The NWCA is the first in South Africa to acquire this technology and will be applying it in coaching practices throughout the province.

This substantial aid in cricket coaching was bought from PitchVision, a UK-based company. This company specializes in the development and production of cricket-movement technology through the development of sensory mats that capture data and delivers a graphical analysis of the bowler delivery process, as well as the batsman response.

Designed for all levels of cricketers, it allows bowlers to play against software-simulated batsman and vice-versa.

Furthermore, providing an instant analysis of the player's performance, all information will be available on the internet where players can access their statistics at all times. Integrating sensor technology and mobile phones, access to this information can also be obtained through any player's mobile handset.

This cutting edge product was formally launched globally on February, 9th and soon after landed in South Africa at the Senwes Park grounds.
According to Jacques Faul, CEO of NWCA, “Technology will provide some sort of an edge in a very competitive environment. We are very excited to partner MiSport in South Africa.”

Richard Welch, CEO of MiSport, developers of this product, will be residing in Potchefstroom for a few days to get the product up and running at the Senwes Park Stadium. “NWCA has a clear vision for making Senwes Park a world hub for coaching and you only need to look around to see what a world class facility this is becoming. In that sense they are a natural performer for us in South Africa and we are delighted to be a partner to that vision,” said Welch about their newfound relationship with NWCA.

Discussions around further utilization and distribution of this technology in South African cricket have already begun and this product is looking to become a national entity.

Baie geluk aan hierdie Schoonies en aan elke atleet wat so hard geoefen het en steeds elke middag swoeg en sweet: julle is die trots van die skool!

“BESTE UITSLAE IN DIE LAND”

Tydens 'n besoek van me C Koekemoer, vakadviseur vir Toerisme, het sy mev. Yolandé Heymans, KHS se Toerisme-onderwyser kom gelukwens met die beste Toerisme-uitslae in die land. Mev. Heymans se leerlinge het 'n gemiddeld van 74,5% behaal.

“Landwyd is die persentasie onderskeiding in Toerisme ongeveer 1%, terwyl 42% van mev. Heymans se leerlinge onderskeidings behaal het. Sy verstaan die sillabus werklik”, sê mev. Koekemoer.

Wat veral vir me Koekemoer opval, is dat hierdie die eerste eksamen oor die nuwe sillabus is. “Mev. Heymans moes werklik baie insit om dit onder die knie te kry”.

Mev. Heymans het ook verlede jaar die jaarlikse internasionale “Travel and Tourism” kompetisie die derde keer gewen. Sy het ook al die toekenning “Teacher of the Year” ontvang.

GROOT SPORTDAG BY SCHOONSPRUIT

Dit is byna weer tyd vir die jaarlikse USN-sportdag by Hoërskool
Schoonspruit.
Dit vind hierdie jaar op 4 Maart plaas en beloof om 'n onvergeetlike dag vol aksie, opwinding en goeie spansport op te lewer.
Moet dit nie misloop nie!


Klerksdorp Skole Inter 2009 Gees Kook Behoorlik!

Vanjaar is die tweede jaar wat die Inter tussen die Klerksdorp skole weer terug is. Die byeenkoms het op 17 en 18 Februarie by die Oppenheimer Stadion plaas gevind. Die Inter word vanaf verlede jaar as 'n vriendskaplike byeenkoms hanteer eerder as 'n kompeterende stryd wat vir baie ongelukkighede gesorg het. Dit is vir die skole egter baie belangriker om hierdie mooi gees wat tans tussen die skole heers te koester. Dit is ook waarom daar nie wenners op sport of gees gebied aangekondig te word nie, alhoewel uitstaande prestasies wel beloon word.

Die gees op die paviljoen en op die baan het behoorlik gekook. Die atlete het ook die een rekord op die ander rekord gebreek. Atletiek het definitief op die twee dae geseëvier.
Die junior Victrix ludorum is Liezl Hechter van Hoërskool Wesvalia wat puik presteer het in die 100m, 200m en 400m vir dogter o/15. Die junior victor ludorum is Christo Krause ook van Hoërskool Wesvalia wat uitstekend presteer het in hoogspring, driesprong en verspring vir seuns o/15. Die senior Victrix ludorum is Marion-Ann Duvenhage van Klerksdorp Hoërskool wat baie goed presteer het in die 100m hekkies, 400m hekkies en 200m vir dogters o/17. Jacques van Staden van Hoërskool Schoonspruit is aangewys as die senior victor ludorum van die byeenkoms wat homself bewys het in die 110m hekkies, 100m en 200m vir seuns o/16.
Die volgende atlete is aangewys as die beste baan of veld atlete vir die verskeie ouderdomsgroepe:Beste o/14 dogters baanatleet: Hermione Kruger (Hoërskool Wesvalia)

KHS-ATLETE PRESTEER UITSTEKEND

Na 'n uiters suksesvolle plaaslike inter-atletiekbyeenkoms sien KHS uit 'n hoogs suksesvolle atletiekseisoen verder vanjaar waarin die skool onder meer aan die Super Inter by Ruimsig gaan deelneem. KHS-atlete het naamlik 67 goue medaljes, 69 silwer en 41 brons medaljes by die plaaslike inter op die Harry Oppenheimer Stadion verower.

Daarbenewens is Marion-Ann Duvenhage gekroon as die Senior Victrix Ludorum, Shirene de Villiers (verspring 811 punte) as die beste O/14 meisies-veldatleet, Benri Marais (verspring 887 punte) as die beste O/14 seuns-veldatleet, Michelle Lotz (hoogspring 810 punte) as die beste O/16 meisies-veldatleet, Ryno Pienaar (hoogspring 897 punte) as die beste O/16 seuns-veldatleet, Marion-Ann Duvenhage (hekkies 864 punte) as die beste O/17 meisies-veldatleet, Sharon Pattinson (100m 622 punte) as die beste O/19 meisies-baanatleet, Tazmin Brits (spiesgooi 1033 punte) as die beste O/19 meisies-veldatleet en Steyn Kriel as die beste O/19 seunsatleet op sowel die baan (100m 792 punte) as die veld (spiesgooi 885 punte). Gerhard Labuschagne van KHS is ook aangewys as die beste seunsdirigent by die Inter.

Tazmin Brits het nie net 3 goue medaljes verwerf nie, maar ook 'n skitterende rekord in die spiesgooi opgestel. Volgens haar afrigter, mnr. Willem Geyer, het die wind beslis die spiesgooi-atlete sleg beïnvloed en kon Tazmin maklik by 58 meter gegooi het as toestande ideaal was. Nogtans het KHS se spiesgooiers op dié dag 16 medaljes verower.

In die nuwe nommer, hamergooi, wat maar sedert 2008 op die inter-program is, het KHS-atlete 12 medaljes verower waar Japie Olivier (s/19), Marnus Senekal (s/17), Herman Fourie (s/16), Sias Koen (s/15) en Ettienne Grobler (s/14) almal hamergooi-rekords verbeter het.

Hellouise Erasmus, Marion-Ann Duvenhage, Tazmin Brits, Benri Marais en Rizaan Olivier het elkeen drie goue medaljes verower. Zané Smit, Sharon Pattinson, Steyn Kriel, Lanél J van Vuuren, Veronique Scheepers en Johndré Denner het elke twee goue medaljes verower. Ook Andrea Strauss het twee goues verower en daarby haar 400m hekkies in 'n nuwe rekordtyd afgelê. Schani Moore bring vir KHS 'n agste nuwe rekord huis toe in die driesprong.

SCHOONSPRUIT HET DIE G-E-E-S!!!

Met die afgelope Interhoër op 18 Februarie het Schoonspruit Hoërskool bewys dat hulle enige skool kan aanvat: nie net op die atletiekbaan nie, maar ook op die paviljoen. Die Schoonies het heeldag goed vertoon onder leiding van hul geeskomitee met Me. Alicia Olivier, wat baanbrekerswerk gedoen het onder die leerders, sowel as die toegewyde dirigente wat heeldag op dromme gestaan en sing het.

Met hul groen hempies het Schoonspruit uitgestaan op die paviljoen en met hul gesingery tot laatmiddag weereens gewys dat dit lekker is om 'n Schoonie te wees!

HTS Valentynsbal

Op 12 Februarie het HTS sy Valentynsbal in die skoolsaal gehad. Die saal is baie smaakvol deur die VLR-lede versier. Die Valentynsbal is 'n fondsinsamelingsprojek vir die VLR. Dit is slegs die tweede jaar wat HTS 'n Valentynsbal aanbied en dit lyk asof dit 'n jaarlikse instelling gaan wees as 'n mens kyk na hoe suksevol dit was en hoeveel belangstelling daar altyd is.
